Most handheld scanners behave like a keyboard, so no special driver is needed. What does need designing is what happens after the scan, where the cursor goes and when the record is saved.

Barcodes are technically simple. The difficulty sits on the operations side. Where the label goes, what it carries and what happens when it will not scan need more discussion than the software does.
What we saw on warehouse projects is that adding barcodes does not reduce errors on its own. Errors drop once the flow around the scan is made easy to use.

Producing labels
If the product does not arrive with a barcode you have to create one. Label size, printer type and what else is printed alongside the code all directly affect the person working in the warehouse.
Labels that will not scan
Labels tear, get wet and end up crooked. Manual lookup has to stay available at all times, otherwise a single damaged label stops the work.
Scanning with a phone
A phone camera works without buying dedicated hardware. It is slower than a handheld scanner, though at low volume the difference is not felt and the hardware cost is nothing.
