In most companies enquiries are not lost because someone stopped caring. They are lost because the record is scattered. One conversation happens on the phone, someone writes a line in a spreadsheet, someone else calls the same customer again, and nobody knows what was last agreed.

Every enquiry has an owner. An enquiry that belongs to nobody gets picked up by nobody, and that is usually the one that disappears. Assignment can be manual or driven by a rule.
Every conversation with the same customer gathers under the same record. When someone new takes over they can read the history and carry on, instead of making the customer explain it twice.
Following up becomes a record rather than an intention. A dated task is opened, it surfaces on the day, and it stays on the list until it is actually done.

An off-the-shelf CRM asks you to fit your work into its shape, and most teams stop using it because the shape does not fit. If your process is standard, the ready-made tool is cheaper and faster, and we will say so plainly. If your process is the thing that makes you different, a custom build protects that difference.
If that software exposes a connection, yes, customer and quote records can move in both directions. If it does not, the transfer is done by file. The thing to settle at the start is which side holds the truth, meaning which one wins when the same record is changed in both.
Either on your own server or on one we manage, both are possible. A customer list and its conversation history count as commercial confidence, so access is role based and exports are logged.
This is the most common way these projects fail, and it usually happens because the system makes the work harder. So we put the most frequent task on the shortest path. If a salesperson cannot log a call in three clicks they will not log it, and within a few weeks the system is empty.
